We recently came across this page provided by TheFrugalEntrepreneur containing a range of (admittedly random) free template documents for small businesses. Although some of the documents are somewhat American (this is a US website) there are plenty that can be recycled or used as a general guide.
The template documents are split into a number of sections including accounting and finance, containing for example budget and financial reporting templates, billing, for example invoices and order forms, human resources, such as employee records templates, operations, for example expenses forms, and office management such as memo templates.
